Avril Lavigne and Chad Kroeger Hold 'Wedding Party' in France

The 'Complicated' singer reportedly has married the Nickelback frontman, but a contradicting report suggests they are not officially husband and wife just yet.

and Chad Kroeger are celebrating their love in France with family and friends. The rocker couple was reported tying the knot in Cannes this past weekend, but a source clarifies to Us Weekly that it was just "a wedding party" they threw to kick off the actual ceremony that will be held Monday, July 1.

The wedding rumor came to surface after celebrity marketing guru Mike Heller tweeted Saturday, "I'm in south of France about to see my little Rok (sic) star #avril get married I am so happy to be part of this special celebration." He added, "No pictures will be sent since this is #avril wedding but I will tell you everyone is so excited."

The couple started dating after he helped her co-write a song for her fifth studio album. He proposed to her in the summer of 2012 and presented her with a 14-carat diamond ring. It will be her second marriage and his first. She previously tied the knot with 's frontman Deryck Whibley. They split after three years of marriage.

Of her second wedding, the "Sk8er Boy" hitmaker once said she wanted it to be unforgettable without being too much. "We want it to be unique and special and we want it to be a very big event but at the same time it's small and it's just close friends and close family," she dished on, adding that she took charge of most of the planning.

And the frontman was quite happy with the direction his soon-to-be bride took for their nuptials as he teased, "She's giving it a real rock 'n' roll edge. Let's just say she's taking the bull by the horns and steering the ship towards what is going to be the most unique wedding that the planet has probably ever seen."

Lavigne, 28, and Kroeger, 38, are expected to play a song they wrote together for their first dance as a married couple.

Easy and green cleaning tips for floors | Green Home Improvement

Invest in Maintenance Tips

Either homemade or bought from a store you are guaranteed of the same cleaning effect as their conventional counterparts.

Damp Mopping

For those with wood floors with a surface finish, the last thing you want is puddles of water in your house. This is because water tends to penetrate wood floors, warping them and in the process damaging them. In this case, use of a damp (not wet!) mop is a good idea. Depending on the amount of dirt on the floor, you can choose the number of times to mop. Finally rinse the floor and dry it thoroughly using a dry towel tied to the end of the mop.

Use Warm Water

For ceramic-tiled floors, a bucket of warm water is all you need. Before cleaning however use a sweep or a vacuum cleaner to get rid of the dust and grit on the floor. Then use a rag or a microfiber to clean your floor. For really dirty floors with grout a hard brush can come in handy.

Hardwood and Vinyl Floors

To give your hardwood floors that sparkling shine, boiling water and several tea bags is all you need. Like all wood floors, don?t soak your floors in water. Instead to the mixture of tea and boiling water, dip a soft cloth, wring it then use it to clean your floor. For vinyl floors, put borax in a bucket of warm water and use it to clean your floor.

Concrete Floors

They are the easiest to clean, as level of care is low. All you need is a detergent that is environmentally-friendly, water and a hard brush to scrub your floor.

Appeals court lifts hold on Calif. gay marriages

SAN FRANCISCO (AP) ? A federal appeals court on Friday cleared the way for the state of California to immediately resume issuing marriage licenses to same-sex couples after a 4 1/2-year freeze.

The 9th U.S. Circuit Court of Appeals issued a brief order saying it has dissolved a stay it imposed on gay marriages while a lawsuit challenging the state's voter-approved ban on such unions worked its way through the courts.

Matt Dorsey, a spokesman for San Francisco City Attorney Dennis Herrera, said city officials were preparing to let couples marry right away.

Just minutes after the appeals court issued its order, the two lead plaintiffs in the case were standing in line at San Francisco City Hall to get a marriage license. They planned to wed at 4:15 p.m., with state Attorney General Kamala Harris officiating, according to the American Foundation for Equal Rights, which brought the lawsuit.

"On my way to SF City Hall. Let the wedding bells ring," Harris tweeted after the 9th Circuit issued its order.

The Supreme Court ruled 5-4 Wednesday that the sponsors of California's voter-approved gay marriage ban lacked authority to defend Proposition 8 in court once Harris and Gov. Jerry Brown refused to do so.

The decision lets stand a trial judge's declaration that the ban violates the civil rights of gay Californians and cannot be enforced.

Under Supreme Court rules, the losing side in a legal dispute has 25 days to ask the high court to rehear the case. The court said earlier this week that it would not finalize its ruling in the Proposition 8 dispute until after that time had elapsed.

It was not immediately clear whether the appeals court's action would be halted by the high court.

OAK ISLAND, on Lake of the Woods ? The fish did what muskies often do, appearing beside the boat seemingly out of nowhere Monday afternoon, just minutes into Rich Thorpe?s muskie excursion on the Ontario side of Lake of the Woods.

The follow ? as it?s known in muskie-speak ? didn?t result in a hookup, but it set the stage for a week Thorpe and 19 other anglers won?t soon forget.

A master sergeant at Hanscom Air Force Base in Massachusetts, Thorpe was one of 20 veterans selected to participate in the sixth annual ?Operation Muskie? on Lake of the Woods.

Walsh?s Bay Store Camp on Oak Island hosts Operation Muskie, which this year featured veterans from Minnesota, Wisconsin, Illinois, Nebraska and Massachusetts. The event pairs the veterans with 10 topnotch muskie guides who volunteer their services for the week.

Operation Muskie wrapped up Friday morning.

?I sit in Boston dreaming to be up here in this ? I don?t know what you?d call it ? a sportsman?s paradise, a fisherman?s dream,? said Thorpe, a New Jersey native who was stationed at Grand Forks Air Force Base from 2004 to 2010. ?You see the pictures, but you don?t really realize what you?re getting into until you get up here and experience it firsthand.?

How it started

According to Dick Pearson, a South Dakota muskie fishing authority and author of the book, ?Muskies on the Shield? and producer of a DVD with the same name, the idea for Operation Muskie developed from a soldier?s request to go fishing after a deployment to Iraq.

Pearson, who has a cabin on Oak Island and logs hundreds of hours fishing muskies, had sent copies of his books and DVDs to soldiers in Iraq and was corresponding with a few of the veterans.

He contacted Frank and Laura Walsh, island neighbors who own Walsh?s Bay Store Camp, to check on reserving a cabin.

Round up, 19 more veterans, they told him, and they?d turn over the camp for a week.

?We figured we could come up with 10 guides and 20 vets a year, so we decided to give it a try,? Pearson said. ?It was just an amazing experience and a tremendous success so we kept doing it.?

With this year?s Operation Muskie, organizers have entertained 120 veterans since 2008, Pearson said. All of the veterans have served deployments in either Iraq or Afghanistan, and Operation Muskie is a way of thanking them for their service.

?It?s an emotional thing for me,? Pearson said. ?It?s just so inspiring. You see the vets arriving, and I hate to use the word skeptical, but they?re looking, ?Where?s the catch, can it really be what it sounds like?? And by the end of the first evening, it?s a total different atmosphere. They?re happy, they?re laughing, they?ve caught a fish or they?ve had an experience.

?It?s just a great thing.?

Staying involved

Jeff Wiegand and Chris Green participated in the first Operation Muskie in 2008 and found the experience so moving they decided to stay involved. The veterans both were serving in Iraq when they heard about Operation Muskie and said being selected helped make the time overseas go by faster.

?It was so important to us and meant so much to us that we wanted to be part of this organization and provide other veterans an opportunity like we received,? said Wiegand, Sun Prairie, Wis., who was deployed to Iraq six times. ?It really has been life changing because we love it, helping take care of the veterans and giving them the opportunity and working with so many neat guides and Operation Muskie staff.?

Operation Muskie today is a 501(c)3 nonprofit with a board of directors and volunteers who help with everything from fundraising to soliciting donations of fishing gear and other supplies. An online auction is the big fundraising event of the year, and sponsors include companies, private individuals and anonymous donors.

Wiegand is fundraising director, while Green, of Edgerton, Wis., is veteran affairs adviser, overseeing the selection process and coordinating fishing licenses and other documents the veterans need to access Canadian waters.

The hard part, Green said, is notifying the veterans who aren?t selected. As many as 130 veterans have applied for Operation Muskie in a given year.

Operation Muskie covers all of the costs after the veterans get to Warroad, Minn., where they receive a sendoff from a color guard before making the trip by road to the Northwest Angle and by boat to Oak Island.

?It?s cool for us because we know the excitement they?re feeling,? Wiegand said. ?We try to make it where it?s not about catching fish ? it?s about the experience.?

That experience also includes sharing stories. Last year, a guide Wiegand described as ?rough around the edges? pulled him aside and became emotional about the stories he?d heard on the water.

The veteran shared war stories he?d never told anyone and thanked the guide for listening.

?The guide was like, ?wow, you?ll never pull me out of Operation Muskie,?? Wiegand said.

Guide perspectives

Paul Klein of Van Dyne, Wis., hosted Thorpe and Terry Larson of Farmington, Minn., on Monday afternoon. Head guide for Operation Muskie, the Wisconsin muskie fanatic has been involved since the first event in 2008.

?It?s just a great way to say thanks,? Klein said. ?It?s just an unbelievable experience and opportunity.?

Also guiding was Jim Best of Gilbert, Ariz., who has a cabin on Oak Island. Best, who owns a mortgage company, is Operation Muskie?s business adviser, and his wife, Pam, is treasurer.

?It?s been just a riot ? by far my favorite week of the whole year,? Best said. ?I thought about the military when I was younger. There wasn?t anything of importance going on at the time. One of my biggest regrets was not being part of the military, but I can?t say why. This is my way of being part of it.?

Best said he enjoys watching the dynamic between the veterans change throughout the week and hearing their stories, some of which he can?t repeat.

?By the end of the week, they?re best friends and exchanging phone numbers,? he said. ?When it comes down to it, they appreciate each other. The quality of these military guys is just unbelievable, and I?m not sure they all go into the service that way.?

With another Operation Muskie in the books, there?ll be a few months to regroup and reflect before fundraising and selecting veterans for next year begins.

Pearson, the event?s founder, said he never envisioned what Operation Muskie would become.

?We weren?t sure how to do things, but it just turned out to be magical, and it?s gone smoothly every year,? Pearson said. ?They?re just so happy to be here, and it?s such a life-changing event for some of them, and I would think most of them. I don?t think we?ve had a single complaint.?

Thorpe, who boated his first muskie Wednesday afternoon, said he felt right at home on Oak Island.

?The numbers of fish, the follows, the strikes, the scenery, the guides ? it?s been amazing, just unbelievable,? Thorpe said. ?You learn so much from them. We saw some monster fish. This place is absolutely incredible.?

The new beer stand in Ashburn Alley at Citizens Bank Park might be the city?s gold standard for sporting event beverage selection. But PPL Park is a close second, mostly because the Venn diagram comparing soccer ?snobs? (like me) and beer ?snobs? (also like me) has a rather large overlap.

So if you don?t have plans this afternoon, head to Chester and try my rankings on for size (only if you have a designated driver, of course).

5. Bud Light from a vendor: If you need a quick beer and only have a minute before kickoff, the vendors do a nice job of parking in the middle of the concourse. Keep your ears open around the 65th minute, as well, when the same vendors roll through the sections at lightning speed to beat the 70th minute last call. UPSIDE: Fast and easy. DOWNSIDE: It?s still Bud Light.

4. Victory HopDevil: I know there is one small kiosk near midfield on the south concourse, and I believe another on the north side. They?re set up on the opposite side of the concession stands, closer to the field. UPSIDE: HopDevil is always outstanding. DOWNSIDE: Is it greedy to request Victory Summer Love during these hot-weather games?

3. ?Snake & Shield: There?s 2 of these permanent stands (one just inside the plaza on south side). Their selling point? Double-size beers. They?re selection is somewhat limited to beers available in 24-ounce bottles, but the Blue Moon or Stella Artois is better than the Bud heavy, and with no stoppages until halftime for a refill, you?ll appreciate the big cup. If you?re a season-ticket holder, add some money to your card and use it to buy beer. A $14 ?premium? beer becomes $12 and change. ?UPSIDE: They even have gluten-free beer, if that?s your thing. DOWNSIDE: On a hot day, you?re left with warm beer at the end of the cup (drink faster).

2. Boddington?s: There?s at least one of these stands on the south side, and I assume another on the north. The guy working the tap knows how to properly pour it, and even (politely) corrected a customer in front of me last month who INSISTED that he should tilt the cup while pouring. UPSIDE: No beer screams ?I?m at a soccer game!? like Boddington?s. DOWNSIDE: The line can get a little long at halftime.

1. Parking Lot Beer: It?s cheaper, it?s colder and it?s usually accompanied by grilled meat. I?m partial to Lot A myself, but if you?re drinking beer in a parking lot with a river view on a summer day, you?re doing something right. UPSIDE: Philly?s best tailgating scene. Hands down. DOWNSIDE: Eventually, you?ll actually have to go into the stadium.

TODAY?S GAME

Philadelphia Union (7-5-4, 25 points) vs. FC Dallas (8-3-5, 29 points), 5:30 p.m., NBC Sports Network

This will likely be the last game for Jack McInerney until August, after being called up to the U.S. National Team for the Gold Cup. The Union will miss his finishing touch, but if Sebastien Le Toux and Conor Casey keeps playing like they have been of late, the Union should be able to survive until his return. Expect McInerney to get a big send-off from the crowd today, and expect him to find the back of the net at least once.

Prediction Sure To Be Way Off:

McInerney gets at least one, and Casey gets another. Whether the Union can keep Dallas off the board will be the real question. But I think they do just enough to get stay hot heading into a tough mid-week game in Salt Lake City.

Frequent Flier Programs Are Getting Stingier

Last week, low-level United frequent fliers such as myself got a bit of bad news. The airline is going to make it harder to gain elite status levels by adding a spending requirement to qualify on top of the existing mileage requirement. Delta did the same thing in January. So far, US Airways and American have avoided this move?but they?re in the process of merging, and airline mergers all but inevitably lead to some kind of downgrading of elite status. Airlines also tend to move in packs with policies like these, so presumably the new American will follow Delta and United?s lead when it combines its two frequent flier programs. This aviation news comes on the heels of devaluations of rewards programs at Hilton, Marriott, and IHG?s Priority Club.

But even though these moves are giving rewards-point nerds a case of heartburn, they?re fundamentally a good sign for America that shows economic recovery is underway. That?s because elite status is a way to extract some useful value out of unsold inventory.

The whole point of a business-class seat, for example, is to be very expensive. Unreasonably expensive, in fact. So expensive that it?s not clear anyone would ever really pay that much. After all, it?s called ?business class? for a reason: The executives up front aren?t paying out of pocket, but flying on the company dime at shareholder expense. Or maybe the flier is a lawyer or consultant whose airfare is billed to a client, and it?s the owners of the client company?s stock that ultimately carry the cost. This dynamic means airlines can get away with very high asking prices. But high prices lead to some unsold inventory, and to keep up the charade, they can?t just discount the extra seats in an obvious way. Free upgrades to frequent fliers get the job done without lowering the official price.

With hotels the issue is often seasonality. You want to build enough hotel capacity to make big profits during the high season. That leaves you with extra rooms when demand is less robust. But an empty hotel room is barely any cheaper to operate than a full one, and since the cost of a hotel room is only one piece of the overall cost of a trip, it can get hard to fill rooms even with aggressive discounting.

In both cases, deploying excess inventory as giveaways to members of loyalty programs is a good way to get some value out of that excess inventory. Bumping a few passengers up to better seats or better rooms when they?d otherwise be empty has no real cost to the airline or hotel. But it does help get the frequent traveler addicted to the brand he has elite status with. Whenever I fly to see my in-laws in San Antonio, I?m willing to pay a little bit more or accept a slightly inferior schedule in order to go on United via Houston rather than American via Dallas.

So why are things getting stingier? It?s simple: Excess capacity is also partially a feature of the business cycle, and the economy?s getting a lot stronger. All year, hotel occupancy rates have been in line with what we saw before the recession hit, and way above their lows of 2009. Revenue per room is also rising (PDF), meaning the industry?s in substantially better shape than it?s been in years. For airlines, too, things are looking up. According to the U.S. Department of Transportation, over the 12-month period that ended in March, America?s airlines flew 6.5 million more passenger-miles than in the previous 12 months (not counting charter flights). Strikingly, they pulled that off despite having about 1.8 million fewer seat miles available to fly. More passengers on fewer flights.

Less excess inventory means there?s less to give away to loyalty program customers. That means the time is right to devalue points and tighten up elite membership criteria. But fuller planes and hotels are both a symptom of an improving economy and a driver of future economic growth.

People travel more when the economy is better. They have more cash in their pockets, so they can take more trips. More business activity means more business travel. And when firms are flush with cash, they get a little less stringent about approving employee requests to attend conferences and call it work. But the really good news is that tighter inventory in the travel industry is a sign of more growth to come. If America?s existing stock of planes and hotel rooms is full, that means it?s about time to start building new ones again. That will mean both direct jobs in construction and manufacturing, and indirect jobs when the time comes to staff up the new facilities. Projects are cheap to finance these days thanks to low interest rates. And now with recession-era vacancy rates falling, it?s a good time to get cracking. Frequent travelers? pain this summer will be the broader economy?s gain as new travel demand finally means demand for more workers.

Fracking critics unhappy with Obama climate speech

PITTSBURGH (AP) -- President Barack Obama's speech this week on climate change forcefully rejected some key arguments made by opponents of natural gas fracking, upsetting some environmental groups that otherwise back his climate goals.

Obama, in his address Tuesday calling for urgent action to address climate change, praised what he called "cleaner-burning natural gas" and its role in providing safe, cheap power that he said can also help reduce U.S. carbon dioxide emissions.

Regulators in many states with heavy new drilling activity say fracking, a colloquial term for hydraulic fracturing, is being done safely and is essentially similar to the hundreds of thousands of oil and gas wells that have been drilled all over the nation.

The drilling boom has reduced oil and gas imports and generated billions of dollars for companies and landowners. Many scientists and environmental groups also agree with Obama's main point: that while there are some negative effects from natural gas, burning coal is far worse for the environment and public health. There's no dispute that natural gas burns far cleaner than coal, but its main component, methane, is a potent heat-trapping gas.

Some environmental groups advocate a total rejection of all fossil fuels and an all-out effort to switch to renewables such as wind turbines and solar panels. They also say people living close to drilling operations have suffered from too much pollution.

Robert Howarth, a Cornell University professor who argues that methane leaks from drilling negate other climate benefits of gas, said in an email to The Associated Press that he is "extremely disappointed in the President's position" and said the support for natural gas "is very likely to do more to aggravate global change than to help solve it."

Not so, Obama said.

Advances in drilling, the president said, have "helped drive our carbon pollution to its lowest levels in nearly 20 years," and "we'll keep working with the industry to make drilling safer and cleaner, to make sure that we're not seeing methane emissions."

"These critics seem to think that when we ask our businesses to innovate and reduce pollution and lead, they can't or they won't do it," Obama added, mentioning that taking lead out of gasoline and the phase-out of ozone-depleting gases were examples of the industry making needed changes.

The Sierra Club and some activists argue that fracking comes with unacceptable levels of air and water pollution and that "no state has adequate protections in place."

Obama disagreed.

"The old rules may say we can't protect our environment and promote economic growth at the same time," Obama said. "Don't tell folks that we have to choose between the health of our children or the health of our economy."

Critics have also claimed that the fracking boom just makes a few energy companies rich, and that average Americans get few benefits. But Obama responded by saying "The bottom line is natural gas is creating jobs. It's lowering many families' heat and power bills."

Some environmental groups agree with Obama's position that switching from coal-fired power to natural gas has helped reduce emissions and protect the environment.

The Breakthrough Institute, an Oakland, Calif., think tank, said in a report released Wednesday that despite problems and legitimate concerns over fracking, the gas industry has "a far smaller impact on mortality and disease, landscapes, waterways, air pollution, and local communities than coal mining and coal burning."

"Natural gas is a net environmental benefit at local, regional, national, and global levels," the Breakthrough report said.

One Pennsylvania Democrat jumped to endorse Obama's fracking plan. Gas from the Marcellus Shale formation there has led to a huge surge in drilling and production over the last five years.

Sen. Bob Casey said he plans to introduce legislation to place more natural gas fueling stations along Interstate highways. Casey said the plan could "help reduce emissions and create jobs."

But some other Democrats were silent. New York Gov. Andrew Cuomo is trying to decide whether to allow fracking to begin in a small part of his state and is facing heavy opposition from some groups.

Cuomo had no immediate comment Thursday about the speech but said his decision will be based on New York state's own health report and data from Pennsylvania's experience.

Industry groups welcomed Obama's strong support for gas.

"We are pleased to see that President Obama's climate action plan recognizes natural gas as a key component of America's clean energy future," Don Santa, the president the Interstate Natural Gas Association of America, said in a statement.

Fracking critics unhappy with Obama climate speech

PITTSBURGH (AP) -- President Barack Obama's speech this week on climate change forcefully rejected some key arguments made by opponents of natural gas fracking, upsetting some environmental groups that otherwise back his climate goals.

Obama, in his address Tuesday calling for urgent action to address climate change, praised what he called "cleaner-burning natural gas" and its role in providing safe, cheap power that he said can also help reduce U.S. carbon dioxide emissions.

Regulators in many states with heavy new drilling activity say fracking, a colloquial term for hydraulic fracturing, is being done safely and is essentially similar to the hundreds of thousands of oil and gas wells that have been drilled all over the nation.

The drilling boom has reduced oil and gas imports and generated billions of dollars for companies and landowners. Many scientists and environmental groups also agree with Obama's main point: that while there are some negative effects from natural gas, burning coal is far worse for the environment and public health. There's no dispute that natural gas burns far cleaner than coal, but its main component, methane, is a potent heat-trapping gas.

Some environmental groups advocate a total rejection of all fossil fuels and an all-out effort to switch to renewables such as wind turbines and solar panels. They also say people living close to drilling operations have suffered from too much pollution.

Supporters of same-sex marriage rally outside Supreme Court

For many who had waited hours outside the Supreme Court on Wednesday to hear the outcome of two cases on the future of same-sex marriage, the first news arrived from a man who sprinted from the court building and stripped off his shirt to reveal a pink tank top.

The sight of the colorful undershirt was a signal: The highest court in the land had struck down key parts of the Defense of Marriage Act.

Those closest to the steps of the court who knew what the the pink shirt meant cheered and spread the word. Squinting in the sun, demonstrators farther away craned sweaty necks to see what was going on, while others pecked at smartphones for answers.

In all, thousands had gathered along the sidewalk in front of the steps of the courthouse, where they stood for hours beneath a blazing June sun in Washington, D.C., to hear how the justices would rule on DOMA and on the constitutionality of a state ban on same-sex marriage in California. Although polls show the nation at large is split on the issue, virtually all who brought signs to hold in front of the courthouse supported extending marriage rights to gay couples.

Capitol Hill staffers drenched in sweat beneath full business suits wandered through the crowds with activists and newlywed gay men and women, who held up pictures of their weddings. Some Catholics, Mormons and conservative activists who support redefining marriage also claimed spots near the steps.

The scene, however, was far different from the raucous demonstrations in March when the court heard oral arguments for both cases and thousands of anti-gay-marriage demonstrators marched on Washington. Today, only one man was spotted standing in opposition near the courthouse.

In the moments after word spread about the DOMA ruling, many in the crowd were skeptical. (Ironically, those outside the courthouse are often some of the last people after the cases to hear the outcomes. It's hot. It's crowded. Cellphone service is slow. When word spreads like a game of telephone, it's not always accurate.) Americans who follow the Supreme Court's rulings had been burned by bad information before, and they didn't want to be fooled again. After the botched reporting last year about the Supreme Court's ruling on the federal health care law, there was a clear hesitancy to spread false information. On Wednesday, activists with smartphones were cautious before tweeting wrong information or posting a note of celebration on Facebook.

Throughout the crowd, small circles formed like pods around men and women who pulled up the text of the ruling on their phones. The designated readers sounded out each word carefully, taking time to assess the majority opinion for subtle and possibly confusing statements. Law school graduates in the crowd helped explain what the ruling meant.

It wasn't long before a phrase rippled through the crowd.

"DOMA is dead!" people yelled. "DOMA is dead!"

But as the sun beat down on the wilting demonstrators, the celebration quickly quieted in anticipation of the court's decision on Proposition 8.

Near the northern corner of the steps, a group from the Gay Men's Chorus of Washington huddled beneath an umbrella to block the sun.

"I don't know why I'm not more emotional," one of the singers said to the group. "It must be because it's so damn hot right now." They seemed to concur.

When the court finally released its ruling?determining that those who challenged a lower court ruling overturning Proposition 8 did not have standing?activists in the crowd returned to their phones to parse the information. It was the same drill as the last ruling: Initial excitement. Skepticism. Circle up. Digest the ruling. Cheer.

The ruling wasn't exactly what many of them wanted?a national declaration legalizing gay marriage across the country?but both of the decisions combined was good enough. For them, it was a victory.

"I feel ecstatic," said Oscar Soto, a man from Reston, Va. "This is a big victory. This is a huge, huge victory. No one's disappointed today."

As demonstrators walked away from the courthouse, smiling, cheering and hugging one another, the Gay Men's Chorus gathered near the steps, and a conductor led them in the national anthem.

Ofgem sees higher blackout risk by 2015

LONDON (Reuters) - Britain's risk of electricity blackouts by 2015 is more serious than previously thought, regulator Ofgem warned on Thursday.

The country's spare electricity supply margin could fall as low as 2 percent in 2015/16, down from around 14 percent currently.

Last year Ofgem gave an estimate of 4 percent.

"Electricity supplies are set to tighten faster than previously expected in the middle of this decade," Ofgem said in a report, adding that the chance of supply disruptions would rise to one in 12 years in 2015/16 from one in 47 years now.

Britain has seen a vast number of power plants close and being mothballed due to emissions-reduction policies and the loss-making economics of gas-fired power plants.

Ofgem said it had lowered its estimate of the amount of conventional power capacity expected for 2015/16 by more than 2,000 megawatts due plant closures and delays in building new ones.

While it played down the actual likelihood of blackouts, saying the market managed the problem effectively, the regulator said its findings showed that urgent action is needed.

Britain's network operator National Grid and the government on Thursday outlined proposals to better manage electricity demand to balance the market at times of tight supply.

They include payments to energy users for reducing their demand when necessary.

At the same time, the government on Thursday published details of its proposed capacity market, a mechanism that will pay certain power plants to be on standby to produce additional electricity when supply is tight.

The government next year will hold the first auction for power plants to participate in the capacity market for delivery of electricity in 2018/19.

The costs of the capacity agreements will be borne by energy users, but the government said that lower wholesale prices and protection against costly blackouts will offset the payments.

RWE npower, one of Britain's biggest power producers, said it was concerned the capacity mechanism favoured certain power plants, such as gas-fired ones that can respond at short notice.

"Government's proposal for a capacity mechanism must pass the simple test of whether it keeps the lights on at the lowest cost to consumers," RWE npower chief executive Paul Massara said in a statement.

"A mechanism that treats all power plants in the same way will do that, but the current proposals do not suggest this non-discriminatory approach."

New bird species discovered in Cambodian capital

PHNOM PENH, Cambodia (AP) ? A previously unknown bird species has been discovered in Cambodia, not in some remote jungle but in the country's capital.

Scientists from the New York-based Wildlife Conservation Society and other groups, including BirdLife International found the wren-sized Cambodian tailorbird living in dense, humid lowland scrub in Phnom Penh and other locations just outside the city, the society announced Wednesday.

The statement described the bird as gray in color with a brownish-red cap and black throat. It said only one other bird species is unique to Cambodia, the Cambodian laughingthrush, found only in the remote Cardamom mountain range.

The discovery of the bird, also known as Orthotomus chaktomuk, was announced in a special online edition of the Oriental Bird Club's journal Forktail, the statement said.

"Finding any new bird species is special, but to find one so close to my home and the homes of millions of people is particularly special," said Simon Mahood of the Wildlife Conservation Society, who with a colleague investigated the discovery. "The bird is probably not rare, although its habitat is threatened. In the places where it can be found it is abundant."

However, the Forktail article says the bird's natural habitat is shrinking and it should be considered slightly endangered.

"Asia contains a spectacular concentration of bird life, but is also under sharply increasing threats ranging from large-scale development projects to illegal hunting," the statement quoted WCS bird conservation coordinator Steve Zack saying. "Further work is needed to better understand the distribution and ecology of this exciting newly described species to determine its conservation needs."

Microsoft to unveil latest Windows adjustments

SAN FRANCISCO (AP) ? Microsoft has released an update to Windows 8, aiming to address some of the gripes people have with the latest version of the company's flagship operating system.

The company made a preview of Windows 8.1 available for free as a download on Wednesday.

At an event Wednesday in San Francisco, Microsoft CEO Steve Ballmer acknowledged that the company pushed hard to get people to adopt a new tile-based user interface. Microsoft is now back-pedaling, making it easier to reach and use the older "desktop" interface.

Windows 8.1 will allow people to start in the desktop mode automatically. In that mode, the company is restoring a button that resembles the old Start button. The button will now take people back to the Windows 8 start screen, rather than the old Start menu, but the re-introduction of the familiar button may make it easier for longtime Windows users to get accustomed to the changes.

Other new features of Windows 8.1 include more options to use multiple apps. People will be able to determine how much of the screen each app takes while showing up to four different programs, rather than just two. The update will also offer more integrated search results, showing users previews of websites, apps and documents that are on the device, all at once.

The preview version of Windows 8.1 is meant for Microsoft's partners and other technology developers, but anyone can download it. The release comes exactly eight months after desktops, laptops and tablets with Windows 8 went on sale. The version of the Windows 8.1 update meant for the general public will come later in the year, though the company hasn't announced a specific date.

Many of the new features have been shown off already. A three-day Build conference, which started Wednesday in San Francisco, gives Microsoft developers a chance to learn more about the new system and try it out. It also will give the company a chance to explain some of the reasoning behind the update and sell developers on Microsoft's ambitions to regain relevance lost to Apple's iPad and various devices running Google's Android software.

Windows 8, released Oct. 26, was meant to be Microsoft's answer to changing customer behaviors and the rise of tablet computers. The operating system emphasizes touch controls over the mouse and the keyboard, which had been the main way people have interacted with their personal computers since the 1980s.

Microsoft and PC makers had been looking to Windows 8 to revive sales of personal computers, but some people have been put off by the radical makeover. Research firm IDC said the operating system actually slowed down the market. Although Microsoft says it has sold more than 100 million Windows 8 licenses so far, IDC said worldwide shipments of personal computers fell 14 percent in the first three months of this year, the worst since tracking began in 1994.

Windows 8 was also supposed to make Microsoft more competitive in the growing market for tablet computers. But Windows tablets had less than a 4 percent market share in the first quarter, compared with 57 percent for Android and 40 percent for Apple's iPad.

One big problem is the fact that Windows 8 doesn't work well on smaller screens, making Windows tablets less competitive with cheaper tablets such as Apple's iPad Mini, Google's Nexus 7 and Amazon's Kindle Fire HD. Microsoft built Windows 8 primarily to run on tablets with 10-inch to 12-inch screens, and it is trying to address that shortcoming in Windows 8.1.

Other complaints with Windows 8 include its lack of a Start button on the lower left corner of the screen. In previous versions of Windows, that button gave people quick access to programs, settings and other tasks. Microsoft replaced that with a tablet-style, full-screen start page, but that covered up whatever programs people were working on, and it had only favorite programs. Extra steps were needed to access less-used programs. Settings, a search box and other functions were hidden away in a menu that had to be pulled out from the right. How to do that changed depending on whether a mouse or touch was used.

Although Microsoft is addressing much of the criticisms with Windows, it is positioning the update as more than just a fix-up job. From its perspective, the tuneup underscores Microsoft's evolution into a more nimble company capable of moving quickly to respond to customer feedback while also rolling out more innovations for a myriad of Windows devices ? smartphones, tablets or PCs.

It's crucial that Microsoft sets things right with Windows 8.1 because the outlook for the PC market keeps getting gloomier. IDC now expects PC shipments to fall by nearly 8 percent this year, worse than its previous forecast of a 1 percent dip. IDC also anticipates tablets will outsell laptop computers for the first time this year.

Microsoft is addressing that shift by banking its future on touch controls. Its strategy calls for having just one operating system work on both tablets and traditional computers. That allows popular Windows programs such as Office to work well on tablets, too. But in making Windows easy for touch screens, mouse and keyboard commands are more complex to use and figure out.

Apple and Google, on the other hand, believe people use those machines differently and have opted to keep their operating systems separate. Apple, for instance, believes that it can be tiresome to have to constantly move your arm to touch a desktop or laptop screen. That's not a problem with tablets because you're already holding it.

As for the growing interest in smaller, cheaper tablets, Microsoft has said the company was working with other manufacturers to make some. But it has yet to confirm reports that it is making its own. A smaller Surface with an 8-inch screen would be significantly smaller than its current, 10.6-inch models.

Such a device would coincide with Intel Corp.'s recent release of a new chip line called Haswell. Intel said Haswell chips offer a 50 percent improvement in battery life over the previous generation when playing back high-definition video.

In an indication that Microsoft Corp. is clearing out inventory of a Surface tablet running the lightweight Windows RT operating system, the company is effectively cutting the price of that by including a keyboard cover for free. The cover sells for $120 or $130 on its own.

Microsoft also said this month that it would give buyers of the RT version of Surface the Outlook email and calendar program at no extra charge ? joining other Office freebies Excel, Word and Power Point ? and sweetening the offer for the device that is priced starting at $499. That will come as part of the Windows 8.1 update.

Actress Melissa McCarthy's weight was an issue for movie critic Rex Reed, who called the actress "tractor-sized" when she starred in "Identity Thief." But it's not an issue for McCarthy, she tells More magazine in the July/August issue, on newsstands June 25.

"I've been every size in the world," she said. "Parts of my twenties, I was in great shape, but I didn't appreciate it. If I was a 6 or an 8, I thought, 'Why aren't I a 2 or a 4'?

But McCarthy can see beyond dress sizes to realize how lucky she is -- with a happy marriage to writer-actor Ben Falcone, two young daughters, and a lively movie career. And she hears from fans, some in the field themselves, who may not be a size zero.

"The letters I really love are from young actresses who were worried they had to fit a certain look," she tells the magazine. "They say I've opened it up. And I don't just mean plus-size girls. You can push things now. With all the great performances in 'Bridesmaids,' it changed how people see funny women."

McCarthy stars with Sandra Bullock in "The Heat," a rare buddy comedy that involves two women, not men. She says that a scene in which she sticks a straw up Bullock's nose to dislodge a peanut helped the two bond.

"But the peanut was so far up," McCarthy remembers. "I was nervous for Sandy that something was going to go terribly wrong and we're gonna end up in a hospital. I was literally up her sinus cavity. It was a very bonding moment. After that, you're friends for life."

Breastfeeding boosts ability to climb social ladder

June 25, 2013 ? Breastfeeding not only boosts children's chances of climbing the social ladder, but it also reduces the chances of downwards mobility, suggests a large study published online in the Archives of Disease in Childhood.

The findings are based on changes in the social class of two groups of individuals born in 1958 (17,419 people) and in 1970 (16,771 people).

The researchers asked each of the children's mums, when their child was five or seven years old, whether they had breastfed him/her.

They then compared people's social class as children -- based on the social class of their father when they were 10 or 11 -- with their social class as adults, measured when they were 33 or 34.

Social class was categorised on a four-point scale ranging from unskilled/semi-skilled manual to professional/managerial.

The research also took account of a wide range of other potentially influential factors, derived from regular follow-ups every few years. These included children's brain (cognitive) development and stress scores, which were assessed using validated tests at the ages of 10-11.

Significantly fewer children were breastfed in 1970 than in 1958. More than two-thirds (68%) of mothers breastfed their children in 1958, compared with just over one in three (36%) in 1970.

Social mobility also changed over time, with those born in 1970 more likely to be upwardly mobile, and less likely to be downwardly mobile, than those born in 1958.

None the less, when background factors were accounted for, children who had been breastfed were consistently more likely to have climbed the social ladder than those who had not been breastfed. This was true of those born in both 1958 and 1970.

What's more, the size of the "breastfeeding effect" was the same in both time periods. Breastfeeding increased the odds of upwards mobility by 24% and reduced the odds of downward mobility by around 20% for both groups.

Intellect and stress accounted for around a third (36%) of the total impact of breastfeeding: breastfeeding enhances brain development, which boosts intellect, which in turn increases upwards social mobility. Breastfed children also showed fewer signs of stress.

The evidence suggests that breastfeeding confers a range of long-term health, developmental, and behavioural advantages to children, which persist into adulthood, say the authors.

They note that it is difficult to pinpoint which affords the greatest benefit to the child -- the nutrients found in breast milk or the skin to skin contact and associated bonding during breastfeeding.

"Perhaps the combination of physical contact and the most appropriate nutrients required for growth and brain development is implicated in the better neurocognitive and adult outcomes of breastfed infants," they suggest.

Samsung is teaming up with rapper Jay-Z to bring 1 million copies of his upcoming album "Maga Carta Holy Grail" a few days before it goes on sale, and the Android app that'll do it for you is now available for download.

You'll need to have the Samsung Galaxy S3, Galaxy S4 or Galaxy Note 2 to participate. And then you'll need to log in using either Facebook or Twitter. And then you'll have to spam share content from the app with your friends. At 12:00:01 a.m. July 4, 1 million lucky fans will get the record that might or might not leak early anyway, a full three days before the official July 7 release.

Lake Norman, North Carolina Home Is A Stunning Waterfront Retreat (VIDEO)

Aside from supplying surrounding counties with electricity and water, Lake Norman also happens to be a great place for house enthusiasts on the lookout for attractive real estate -- and one in particular caught our attention. Voted as the Wall Street Journal's House of the Week, this North Carolina home is truly a stunning waterfront retreat.

A little under fifty miles north of Charlotte, the house is seated on the banks of the state's largest man-made lake. It's war! Tensions rise on 'True Blood'

Jason and Sookie learned Sunday that the little fairy princess has the power to kill any vamp she wants -- once, and with a big price.

It's been a long time coming, and now it's here: War! The "True Blood" battle of humans versus vampires (and werewolves and shifters -- and werewolves versus shifters) is on, and it's only a matter of time before the body count really rises.

And it's going to get messy.

Sunday night saw a few fatalities among the Bon Temps equivalent of red shirts, but the major players remain safe -- well, mostly safe.

Bloody Bill
It's already clear that no one is safe around Bill. After getting premonitions of human-on-vamp violence to come, the changed man went deep into one of his Lilith-full trances. Jessica scrambled to find a way to get through to her maker. She even ordered him a treat from Human Edibles. ("We're tasty!")

But just as the volunteer victim realized it was a bad scene, Bill woke from his trance and used that newfound, creepy telekinesis of his to pull her to him and force her blood out of her body -- and right into his mouth.

Jessica was horrified by the human drinking fountain routine, but she didn't lose her faith in Bill. In fact, it wasn't long before she dropped to her knees and prayed to him.

Nerdy Northman
After plucking a UV-light-emitting bullet out of Tara's belly, Eric was fighting mad and ready to bring the battle straight to the doorstep of the governor of Louisiana.

First he assumed the identity of a whooping crane enthusiast -- a particularly dorky one -- to gain access to the politico. Then he glamoured the guy. Or at least he tried to.

Turns out humans now have glamour-resistant contacts, so Eric's efforts fell short. The governor's storm troopers tried to apprehend the Viking vamp, but he flew away in the nick of time -- just in time to pay the governor's daughter a visit outside her bedroom window. With her contacts out for the night, Eric was in.

Sidelined Sam
While Emma played dress up and watched "Chopped" with the world's coolest babysitter, Lafayette, Sam dealt with some pushy human activists who wanted Sam to out himself as a shifter to help ease the rift (war!) between the humans and the supes.

(They also wanted to order some organic grub at Merlotte's, which earned them the line of the night from Arlene: "Sugar, this is Bon Temps. Down here 'organic' means you play the special piano at church.")

Later, the activists looked on and filmed as Sam and LaLa tried -- and after a not-so-fair fight, failed -- to keep the local wolf pack from picking up their tiniest, orphaned pup.

Grumpy Grandpa
The mystery man who gave Jason a Warlow-sized fright last week dropped a bombshell this week.

"I'm not Warlow!" he ranted. "I'm your (expletive) fairy grandfather."

He's also king of the fae (which literally makes Sookie a fairy princess -- ugh), and it never hurts to have royalty in the family.

Gramps, who seems like the coolest guy to drop into Bon Temps since Russell Edgington dropped out, gives Sookie some battle training. Apparently she has the power to take down any vamp she wants. But power comes with a price. Waging war on just one will extinguish her fairy light for good.
