Algeria says vote had 44 percent turnout, showing stability

ALGIERS (Reuters) - Algeria on Friday declared a 44 percent turnout in municipal elections where the ruling party was victorious, keen to show people remain engaged with the political process despite a lack of the reforms achieved in Arab uprisings elsewhere.

Memories of a vicious 1990s civil war between Islamists and the state that killed around 200,000 people have, analysts say, deterred Algerians from embarking on the mass protests that have swept away rulers in neighboring Tunisia and Libya, as well as in Egypt and Yemen.

But having avoided major unrest the energy-rich North African country of 37 million people still wants to strengthen the credibility of its political system and had aimed for a 40-45 turnout in Thursday's communal elections.

Interior Minister Daho Ould Kablia, reading the results of the vote at a news conference, said the outcome was in line with expectations. "The results were foreseeable," he said.

Kablia said the National Liberation Front (FLN), ruling since independence from France in 1962, was the biggest winner, followed by the National Rally for Democracy (RND), a government coalition partner led by former prime minister Ahmed Ouyahia.

The Green Algeria Alliance, a grouping of Islamist parties, were left far behind, a poor result for official Islamist groups which was similar to their showing in legislative elections last May.

Analysts say Islamist voters are now divided after the authorities allowed many new parties to be created as part of political reforms.

"The increased number of parties with Islamist orientation have weakened their share on the political scene," said Mouloudi Mohamed, an analyst on Islamic issues.

"A lot of Islamists have joined the newly-created moderate Islamist TAJ," he said, referring to a party led by Amar Ghoul, a former senior member of the Green Algeria Alliance.

Ghoul, serving currently as public works minister, did not take part in the municipal election.

Despite Kablia's remarks, many Algerians did not seem enthused about the vote for members of more than 1,500 councils, including their mayors, believing significant change could only come through the next presidential election, due in 2014.

Real local power lies not with the elected municipal councils but with appointed provincial officials, despite government promises to democratize the system.

Algeria, an OPEC member that supplies about a fifth of Europe's imported gas and an important U.S. ally in the fight against al Qaeda, has used its energy revenues to lift living standards with increased social spending.

The country saw some rioting last year over high prices, unemployment and a lack of housing units. But President Abdelaziz Bouteflika responded with a pay rise for public sector employees, free loans for young entrepreneurs and continued subsidies on basic foodstuffs.

Bouteflika, 75, is serving his third five-year term and is not expected to run in the 2014 presidential election.

The Three Indispensable Success Skills

You put in the hours and work hard, contributing untold effort, but if you are not heading in the right direction - doing the right things - all that energy and exertion are not moving you forward. The first, and most important, element of success is focus. You must be working toward, intending, aiming for something worthwhile. After getting your focus right the speed at which you succeed comes down to mastery of three essential, indispensable, but universally accessible skills: goal setting, communication, and time management.

Goal setting is tantamount to focus, but there is more to it than determining a direction and loosely defining what the future might hold. Effective goal setters define an end-state which energizes for the long haul while focusing on doing things they can do now with what they have available.

To set a goal, clearly envision the end-state, the objective - it must evoke powerful, positive emotions. Set a time limit. And, right from the start, commit to render the necessary energy and effort to achieve the worthwhile objective - there is no such thing as something for nothing. Then focus on what you can do now to get moving.

An often overlooked key to effective goal setting is leveraging desire for consistent progress. The power of desire is its nature to apply energy toward the attainment of that longing. Yearning for something, even something simple, focuses energy moving the goal setter toward the sought after objective. Desire is your natural motivator - use it. Align your desires with worthy goals.

Communication is an indispensable success skill in that this journey of life is not a solitary adventure. No one survives alone and no one succeeds alone. To excel or just to get by, an individual must communicate needs, desires, and intentions. Communicating one on one, in groups, through writing or some other medium is a skill high achievers master. People with vision and the ability to communicate get other people to contribute to realizing that vision - in this way great communicators multiply their power.

The third indispensable success skill is time management. How an individual uses her time enables goal setting and communication. The key to effective time management is not managing time, but rather managing self - what you do. Achievers devote the majority of their time, energy and talents to tasks that matter most in bringing about their desired outcome. Achievers schedule priorities rather than prioritize schedules. Effective time managers know precisely where to apply their assets to optimize progress.

Consider these success skills in a straightforward example: driving from New York to Los Angeles. The ultimate goal, the end-state is reaching LA. Getting to LA inspires the journey but the driver must set and achieve a series of intermediate objectives to navigate the route. She must communicate along the way - to enlist help, to facilitate traffic flow and to negotiate for needed resources. How fast she travels across the country depends on how she manages her actions over time. If she is in a hurry she focuses and applies herself to tasks moving her directly to LA. If she is not quite so motivated she is apt to wander, explore or linger.

Traveling from New York to LA is not without its challenges. A driver is likely to take a few wrong turns and even encounter some difficulties. If our driver sets goals effectively, communicates well, and applies herself to the task then mile by mile, turn by turn, she will move ever closer to her objective and in the end arrive. So it is with achieving any measure of success.

Succeeding at anything is not a mystery. Success comes down to mastery of three indispensable skills: goal setting - aligning desires with focus; communication - enlisting support where you can; and time management - applying yourself. The more effectively you master these skills the faster you succeed. Master the three indispensable success skills to keep moving in the right direction and get where you want to go.

Taiwan body to reopen DRAM asset tender after failed auction

TAIPEI (Reuters) - A tender for Taiwanese chip maker ProMOS Technologies Inc's idled fabrication plant will be reopened next month after the deadline for an initial sale attempt passed without bids, a semi-government body said, as interest from foreign firms raised hopes a deal could be done.

The tender for the 12-inch wafer fab at ProMOS, which like Taiwan's other small producers of DRAM memory chips has been hit hard by falling prices and high capital spending costs, received no bid documents by Thursday's deadline, the Taiwan Financial Asset Service Corp (TFASC) said.

The semi-governmental body, which was in charge of the auction on behalf of the creditors, said the T$19.5 billion ($660 million) base price for the assets will not be changed when the tender reopens on December 12.

Taiwan Semiconductor Manufacturing Co, United Microelectronics Corp and Global Foundries, owned by an Abu Dhabi state fund, had been interested in buying the assets, sources close to the situation have said.

The creditors are hoping that, when the bid reopens in two weeks, two foreign companies that had visited the 12-inch wafer plant will have had sufficient time to prepare bidding documents, Lu Dong-ying, who was speaking on behalf of creditors, told reporters on Thursday. Lu declined to name the two companies.

ProMOS, which delisted its shares from the Taipei stock exchange in March, has $1.9 billion in debt and halted production last year.

Many producers of DRAM chips, a market dominated globally by South Korea's Samsung Electronics Co Ltd and SK Hynix Inc, are struggling as falling prices and huge investments to stay competitive saddle them with massive losses.

Demand for personal computers, the primary user of DRAM chips, has also been hammered as consumers switch to smartphones and tablets.

Several DRAM producers have been forced to seek financial help or tie-ups that would boost scale, or have moved into higher-value semiconductors.

The chief executive of Micron Technology Inc, which is losing money, said he expected to complete the acquisition of failed Japanese memory chipmaker Elpida Memory Inc in the first half of next year.

Stocks open higher as budget talks move ahead

NEW YORK (AP) ? Stocks are rising in early trading on Wall Street as optimism builds that a budget deal will be reached in Washington.

Later Thursday Treasury Secretary Timothy Geithner will meet with Senate Republican Leader Mitch McConnell and Senate Democratic Leader Harry Reid to push the negotiations forward.

The Dow Jones industrial average was up 50 points at 13,034 shortly after the opening bell.

The Standard & Poor's 500 index was up seven points at 1,416 and the Nasdaq composite rose 20 points to 3,012.

The Commerce Department raised its estimate for U.S. economic growth to an annual rate of 2.7 percent in the July-through-September period.

That's much better than the 2 percent rate estimated a month ago and more than twice the 1.3 percent rate logged in the April-June quarter.

A senior U.S. official says Washington should expand its military ties with Indonesia, befitting a relationship between two robust democracies.

Top diplomat for East Asia, Kurt Campbell, said those ties have grown in recent years, but not fast enough.

Campbell was speaking Tuesday (27/11) at a gathering of the U.S.-Indonesia Society in Washington.

The U.S. severed military ties for several years after of Indonesia?s bloody crackdown in East Timor in 1999. Jakarta has since sought to professionalize and modernize its military. Key U.S. restrictions on engagement with Indonesia?s feared special forces were lifted in 2010.

Human rights groups say Indonesia?s military abuse continues, particularly in the restive province of west Papua.

Campbell also advocated deeper ties between the two governments and praised Jakarta?s leadership in regional diplomacy.

(AP) ? The Obama administration put a temporary stop to new federal contracts with British oil company BP on Wednesday, citing the company's "lack of business integrity" and criminal proceedings stemming from the Deepwater Horizon disaster in 2010.

The action by the Environmental Protection Agency bars BP and its affiliates from new government contracts for an indefinite period, but won't affect existing contracts.

In a further blow to the company, BP will be disqualified from winning new leases to drill for oil or gas on taxpayer-owned land until the suspension is lifted. The federal government planned a sale Wednesday of more than 20 million acres of offshore land in the Gulf of Mexico. BP was not eligible for that sale, the Interior Department said. An EPA official said BP was not informed about the suspension until Wednesday morning.

In London, BP sought to minimize the effects of the suspension, and said it has been informed by EPA that an agreement to resolve the dispute is in the works. Highlighting its investments in the U.S. economy, BP said it employs 23,000 American workers and has invested more in the U.S. than any other oil and gas company.

"The company has made significant enhancements since the accident," BP said in a statement, noting its efforts to adopt new drilling standards and to reorganize its operations in response to the spill.

The EPA said the suspension was standard practice when a criminal case raises responsibility questions about a company. The suspension came the same day two BP rig supervisors and a former executive were scheduled to be arraigned on criminal charges stemming from the deadly explosion and the company's response to the resulting oil spill in the Gulf of Mexico.

"EPA is taking this action due to BP's lack of business integrity as demonstrated by the company's conduct with regard to the Deepwater Horizon blowout, explosion, oil spill, and response," the agency said in a statement.

BP announced earlier this month that it will plead guilty to manslaughter, obstruction of Congress and other charges and will pay a record $4.5 billion in penalties to resolve a Justice Department investigation of the disaster. Attorneys and a federal judge will meet in December to discuss a plea date.

"When someone recklessly crashes a car, their license and keys are taken away," said Rep. Ed Markey, the top Democrat on the House Natural Resources Committee and a frequent critic of BP. "The wreckage of BP's recklessness is still sitting at the bottom of the ocean," the Massachusetts Democrat said, "and this kind of time out is an appropriate element of the suite of criminal, civil and economic punishments that BP should pay for their disaster."

The suspension marked yet another obstacle for a company that has struggled to revive its tarnished image in the U.S. and abroad after the 2010 explosion that killed 11 workers and led to the largest oil spill in U.S. history.

BP has been a major supplier of energy to the U.S. military, and in 2012 sold more than $1 billion of mostly fuel products to the Defense Department and other U.S. agencies, including the General Services Administration and the Labor Department. Christine Tiscareno, an analyst at with S&P Capital IQ in London, said being ineligible for new contracts won't dramatically affect the company because BP signed a round of contracts in February that won't be affected.

The much greater impact, analysts said, will be if the suspension drags on and BP misses out on leasing new public lands to drill.

"How big this is depends on how long it lasts," said Phil Weiss, an analyst at Argus Research. "It's a negative that they can't participate in (today's sale), but it's not a big concern. If it happens two times, or three times, or ten times, it's a much bigger concern."

An EPA official said Wednesday that the plea agreement includes a provision for how BP can satisfy the concerns that stand in the way of the suspension being lifted. That order, if the court accepts it during sentencing, would give BP 60 days to address the conditions that led to violations. If the government approves the plan, it becomes part of BP's criminal probation.

But the suspension could still remain in effect while civil claims against BP move forward, said the EPA official, who spoke on condition of anonymity to discuss terms of the agreement. In addition to the criminal proceedings, BP faces huge civil claims covering the billions of dollars in civil penalties the U.S. government and the Gulf states are seeking from it because of environmental damage.

A trial in the civil case is scheduled for early next year. Attorney General Eric Holder and the states have vowed to press their case and BP has vowed to fight it. However, negotiations have been under way in an effort to reach a settlement. At the time of the criminal settlement, Holder said the government intended to show in the upcoming civil case that BP was grossly negligent in causing the spill.

The motto that defense wins championships is still largely true in college football, as evidenced by the heavy-hitting SEC's six consecutive?BCS national titles. But programs making a coaching change aren't often trying to win a championship, at least immediately. Life is good for Britney Spears. The award-winning global superstar and judge on "The X Factor" has just bought a multi-million dollar home in Thousand Oaks, Calif. -- and it's gorgeous.

Located in the exclusive Sherwood Country Club gated community, the Mediterranean-style property was built in 2010 and spans 8,456 square feet of living space. The home has five bedroom and seven bathrooms (plenty of space for fiance Jason Trawick and her two young sons) and features an infinity pool, library, home theater and a walk-in wine room.

Thousand Oaks, located about 40 miles from the heart of Los Angeles, is a popular enclave for celebrities seeking privacy and luxury. The area has attracted actors like Sylvester Stallone, Jamie Foxx and Tom Selleck, notes the Times. Athletes like hockey star Wayne Gretzky and Olympic gold medal-winning gymnast Julianne McNamara also bought homes there.

In the past week since "The X Factor" wrapped, Spears looks like she's enjoying life as a normal person in Thousand Oaks. She has been spotted out and about her new neighborhood coming out of a PETCO with her sons and a new puppy. She was also snapped running errands with her sister, Jamie Lynn Spears, and her sons outside a Target.

While Spears' final purchase price is unknown, the property was listed at $8.5 million in August and then withdrawn in less than a month, notes the Los Angeles Times -- a common tactic for realtors trying to hide a celebrity purchase.

The sale was first reported by TMZ in mid-October, but The Huffington Post has confirmed that Spears' name didn't appear in public records of the sale until now.

Gender pay gap is eroding, especially among younger women, US data show

Women are slowly making inroads in the gender pay gap. Recent Bureau of Labor Statistics data for full-time workers show women earn 82 percent as much as men, up from 64 percent in 1980.

According to the latest numbers released by the Bureau of Labor Statistics (BLS) last week, based on the weekly earnings of full-time wage and salary workers, women now earn 82 percent as much as men ? up from 64 percent in 1980.

In recent discussions of the wage gap, a different figure ? 77 percent ? has been widely cited. That figure it also accurate, but the measure, which comes out in the spring, looks at median annual earnings for full-time year-round workers; it includes self-employed workers, which the weekly numbers exclude, and excludes seasonal workers. The figures are based on the same raw BLS data.

Most notably, in the BLS numbers released the day after Thanksgiving, the earnings of women between the ages of 25 and 34 have shot up fairly substantially over the past 32 years, from 69 percent of men's earnings in 1980 to 92 percent in 2011.

The gap still widens, though, as women age ? a sign that while many young women enter the workforce on a more equal playing field with their male counterparts, they still tend to fall behind on income as they age.

"A tremendous amount of progress has been made [on the earnings gap between men and women], in many ways more than I thought would be made," says Heidi Hartmann, president of the Institute for Women's Policy Research in Washington. The wage gap, she notes, has been cut nearly in half. "It's not good enough, but it's progress," Ms. Hartmann says.

And progress has also been made on the sex segregation of the labor market, with many previously male-dominated fields ? including law, banking, medicine, and civil service jobs like bus drivers and mail carriers ? opening up to women.

Both those trends are largely the result of women's increased entry into higher education, where female graduates have outnumbered male graduates since the mid 1980s.?

But Hartmann and others also caution that there's still a tremendous amount of work to do before women have true equality in the workforce.

A recent study from Catalyst, a nonprofit New York-based organization that promotes women in the business world, found that women in the business world are offered fewer of the "hot jobs" ? those jobs with high visibility, central to an organization's mission, that tend to lead to promotions down the road.

The Catalyst survey of top MBA grads found that men led projects with budgets more than twice the size of women's, with teams that were more than three times as large, and that posed a higher risk to the company. Men also had roles with significantly more critical responsibility ? one reason, Catalyst suggests in its analysis, for the persistent gender gap at senior levels that exists in the business world.

Another major factor in continuing inequities is the lack of parental supports, says Hartmann.

The US is one of the only countries in the world, she notes, without any guaranteed paid maternity leave ? and the only industrialized nation (the others include Lesotho, Papua New Guinea, and Swaziland).

And without the subsidized childcare costs that many nations have, many mothers have to factor child-care costs in their decision whether to return to work, and often take a leave of absence ? which they're later often penalized for when they do return to work.

And in a labor market where about half of US workers get no paid sick time at all, women are still most often the ones to skip work ? and forgo pay ? to stay home with sick children or other family members.

Still, women are slowly chipping away at the wage gap. And while paid parental leave remains elusive for many US workers, women have won a number of legal gains in the past 35 years that have helped contribute ? most notably the Pregnancy Discrimination Act of 1978 and the Family and Medical Leave Act of 1993 (which requires most employers to provide unpaid, job-protected leave of up to 12 weeks for family or medical reasons).

Some smaller employers are exempt from even these basic protections, notes Hartmann, "but the fact that we have them is better than [nothing]."

Obama to host Romney at White House on Thursday

WASHINGTON (Reuters) - President Barack Obama will host Mitt Romney for a private lunch at the White House on Thursday, their first meeting since Obama defeated him in this month's presidential election.

The encounter follows Obama's promise, in the aftermath of the bitterly fought November 6 election, to consult the former Republican governor of Massachusetts by the end of the year. It also comes amid Obama's efforts to work out with congressional leaders a way to avoid a looming "fiscal cliff" that could push the U.S. economy back into recession.

"Governor Romney will have a private lunch at the White House with President Obama in the private dining room," the White House said of the meeting, which will be closed to the media. "It will be the first opportunity they have had to visit since the election."

Obama's talks with Romney will be sandwiched between a series of events this week in which he is making his case to Americans to raise taxes on wealthy Americans while extending tax cuts for the middle class - an approach that his former Republican rival strongly opposed during the campaign.

Obama's Democrats and their Republican foes remain deadlocked over dramatic, year-end tax increases and spending cuts known as the fiscal cliff that will kick in unless a deal is struck.

Seeking to make good on his post-election pledge to reach across the political aisle, Obama told a November 14 news conference he wanted to "sit down and talk" to Romney to hear his ideas and see whether they could work together.

Obama said he could envision a future role in public service for Romney but had no specific "assignment" for him.

Romney, in a conference call with donors after the election, was widely reported to have said that Obama won by using targeted initiatives to reward specific constituencies, including African-Americans, Latinos and young people.

Obama, who won a decisive victory after a bruising campaign, had sought to depict Romney as out of touch with ordinary Americans and intent on shielding the rich from higher taxes.

Romney had accused Obama of failed economic policies and wasteful spending to promote big government.

    Google has just acquired coupon targeting company Incentive Targeting. The acquisition was confirmed in a tweet from Mike Dudas, who is on the team building Google?s mobile commerce business. Google confirmed the acquisition to TechCrunch.

    The company partners with retail chains to provide a targeted marketing and coupon service to manufacturers of grocery and consumer products. Incentive Targeting?s patent-pending technology aims to help marketers create personalized, relevant promotions ? and measure ROI in real time.

    A Google spokesperson issued this statement: ?We look forward to working with Incentive Targeting in our ongoing efforts to help consumers save time and money and enable retailers deliver relevant discounts to the right customers.?

    As Dudas wrote in his tweet, it appears that Google will be using the technology from the startup to power highly targeted manufacturer and private-label coupon programs. Essentially, he says, the company does ?for retail couponing what Google [does] for online advertising: make it simple, relevant, measurable, & effective.?

    It?s unclear what the acquisition price was, but the company has raised $4.4 million in funding.

    So what does this mean for Google? Well, it looks like part of the company?s commerce strategy will center around delivering more personalized deals and coupons to its users, perhaps via Wallet. It?s not surprising that Google is heading down this road ? every commerce and payments company is. But in order to deliver more personalized offers, Google needs to have actual purchasing and intent data, which is harder to come by. Incentive Targeting?s technologies could also be offered to advertising customers, as well.

    We know a new version of Wallet is in the works, so perhaps we?ll get more insight into Google?s commerce plans and personalization strategy soon.

    Two bombs kill 28 people in Iraq Shi'ite cities

    HILLA, Iraq (Reuters) - Bombs in two majority Shi'ite Muslim cities in southern Iraq killed 28 people on Thursday, police and hospital sources said.

    Scores were wounded in the blasts, which struck during a month Ashura, a holy month for Shi'ites who are often targeted by al Qaeda's Iraqi affiliate and other Sunni Muslim insurgents.

    Two explosions near a restaurant in the city of Hilla, 100 km (62 miles) south of Baghdad, killed 26 people.

    In the city of Kerbala, a car bomb near a bus terminal where Shi'ite pilgrims usually gather killed another two people, a spokesman for the local health office said.

    Violence in Iraq has eased since the carnage of 2006-2007, but Sunni Islamists still launch frequent attacks, seeking to reignite sectarian strife and undermine the Shi'ite-led government's efforts to provide security.

    On Tuesday, car bombs targeting Shi'ites in mourning processions killed 14 people in Baghdad.

    Zur Hausen is currently in Bangkok as part of the "Bridges: Dialogues Towards a Culture of Peace" forum organised by the Vienna-based International Peace Foundation. The dialogue runs over several months.

    Zur Hausen, who says he leads a very sedentary lifestyle and that his exercise consists of a game of chess, won the Nobel Prize for medicine in 2008 for discovering that the human papillomavirus (HPV) causes cervical cancer, the second-most common cancer among women.

    He also learned that tumour cells, if they contained an oncogenic virus, would harbour viral DNA integrated into their genomes.

    A GLASS OF WINE IS HEALTHY

    While many cancer-inducing carcinogens known to man are linked to cigarettes and alcohol, zur Hausen has said that drinking a glass of wine every now and then is fine, even healthy. Yet, finding the cause of cancer remains almost impossible.

    "No cancer is due to a single factor," he told The Nation.

    "Infected cells acquire changes and there's the extremely long latency period."

    Zur Hausen, who hails from Germany and was formerly chairman and scientific director of the German Cancer Research Centre (DKFZ), completes his membership at the National Science Transfer and Development Agency in Bangkok at the end of this year.

    Joking that more old people were getting cancer because young people died in sports and motor-related accidents, zur Hausen predicted that cancer would remain with humanity for a "long period of time", though different types will be prevalent in different regions.

    In Thailand, he said, people were particularly susceptible to a type of liver cancer called cholangeo carcinomia, while in Europe there's a higher rate of pancreatic cancer.

    People in Africa, meanwhile, were susceptible to all types of cancer because they had greater exposure to carcinogenic substances.

    NY mayor seeks more disaster aid for Sandy victims

    WASHINGTON (AP) ? New York City Mayor Michael Bloomberg appealed to congressional leaders Wednesday for quick action on providing tens of billions of dollars in new federal aid to help his city and state and others recover from Superstorm Sandy but was told it might be some time before it's forthcoming ? and it likely won't be all at once.

    Bloomberg met with more than a half-dozen lawmakers, including several who chair or sit on committees controlling the government's purse strings, as well and both parties' leaders in the House and Senate.

    "Hurricane recovery is not a partisan issue," he told reporters at a news conference in between the meetings. "We have to bring together both sides in Washington."

    New York state alone is seeking $42 billion in additional federal aid. New Jersey is seeking federal aid to cover most of the nearly $37 billion cost for recovery and rebuilding.

    So far about $2 billion in federal funds ? about half for direct assistance to individuals ? have been provided to the two most heavily damaged states and nine others in the storm's path. There's about $5 billion left in the Federal Emergency Management Agency's disaster relief fund, but last year's budget agreement permits President Barack Obama to seek another $5.4 billion without hitting a ceiling on spending.

    Sen. Susan Collins of Maine, a member of the Appropriations Committee and the top Republican on the Homeland Security Committee that oversees disaster relief, struck a skeptical note after her meeting with the mayor.

    "It's going to be a hard sell," she said, given Congress's preoccupation with the fiscal cliff crisis and tight budget restraints. Reflecting a line taken in the past by House Budget Committee Chairman Paul Ryan and other fiscal conservatives, she said at least some of the new spending for Sandy relief and rebuilding should be offset by spending cuts in other government programs.

    "Otherwise it's just going to be added to the debt and that makes it even more difficult for us to deal with the fiscal challenges," she said.

    Collins said she needs to see more detailed numbers on damages before deciding on how much Sandy aid is needed. But she said New York's request is "reasonable" if the damages can be documented and added that state and city officials have not tried to exaggerate the damages, as she claims happened with Hurricane Katrina seven years ago.

    Bloomberg and New York Sen. Chuck Schumer said they were pressing White House officials for as much money as possible, as soon as possible, but they didn't know what amount Obama will seek. Whatever it is, the request could get tied up in the talks aimed at averting the fiscal cliff ? a $6 trillion combination of automatic tax increases and spending cuts ? beginning in January.

    "There's no doubt this is going to be a hard fight," said Schumer. "We have a Congress that is decidedly less friendly to disaster aid than any in 100 years. We're in very strenuous negotiations over the fiscal cliff. We know money is short in Washington, just as it is in New York."

    Schumer said he expects the fight for Sandy money to drag on for months and that several emergency spending bills will be needed. State officials worry that Congress's desire to satisfy the hunger for aid will fade as time wears on.

    "So far we believe our colleagues have been very receptive," said Schumer. "But there's a long road to go and there are going to be many pitfalls in the way, particularly given the climate in Washington and the shortage in money."

    New Jersey Gov. Chris Christie said Wednesday that it's up to New Jersey's congressional delegation ? made up of an equal number of Republicans and Democrats ? to fight for the $37 billion in additional aid that he's seeking. He said he and New York Gov. Andrew Cuomo have agreed not to compete with one another for federal funds.

    "We're not going to allow any political forces in Washington, D.C., to divide and conquer us," Christie said. "We going to go down there as a team, we're going to work together and advocate for the numbers we put forward."

    States other than New York and New Jersey now getting federal aid for Sandy are West Virginia, Virginia, Maryland, New Hampshire, Delaware, Rhode Island, Connecticut, Pennsylvania and Massachusetts, as well as the District of Columbia.

    Qatar Airways First Boeing 787 Long Haul Flight Starts December 13 to London Heathrow

    (MENAFN - Qatar News Agency) Qatar Airways has announced December 13 as the launch date of its first long-haul Boeing 787 commercial service from Doha to London Heathrow.

    The 787 Dreamliner will debut on the Heathrow route as Doha-based Qatar Airways becomes the first airline to operate regular scheduled flights to the UK with Boeing's next generation aircraft.

    Qatar Airways took delivery of the first of 60 Dreamliners earlier this month with the second arriving over the weekend. Both aircraft are currently operating commercial flights on intra-Gulf routes to familiarize operating crew with the airplane before entering the long-haul market.

    The Dreamliner marks the start of an exciting new era for travellers worldwide with unparalleled levels of comfort nd luxury onboard Boeing's newest aircraft.

    Qatar Airways' new addition to its fleet also heralds a fresh era for Middle East aviation with the carrier being the Boeing 787 launch customer in the region.

    Qatar Airways Chief Executive Officer Akbar Al Baker said the maiden long-haul 787 service to London had been in the pipeline for some time.

    "We are delighted at last with today's announcement that in just over two weeks' time, the UK market will see its first 787 on a regular full commercial service when it flies into London Heathrow," he said.

    "Inaugurating our 787 on the London Heathrow route puts Qatar Airways firmly on the global aviation map as a carrier with a determination to continue its expansion drive and improve an already superior in-flight product. Both new and existing customers in the UK and further afield on connecting flights will soon have an opportunity to fly on the most talked-about aircraft in the world in and out of London. We have already received our second 787 with a further three to join our fleet by the end of the year. And we won't stop there. With more 787s being inducted into the fleet next year, further route launches and our move to a brand new international airport in Doha during 2013, we continue to look forward to another year of exciting developments," he added.

    "With our ever-expanding international network, more people from different parts of the world will have an opportunity to fly Qatar Airways and our new 787s to and from our Doha hub," said Al-Baker.

    Initially, one of the airline's five daily flights will be operated with the Boeing 787 - Flight departing Doha at 0625 hrs, arriving at London Heathrow at 1105 hrs, with the return flight departing London Heathrow at 1505 hrs, arriving in Doha at 0045 hrs the following day.

    Seats on the 787 Doha - London flights are now bookable online at qatarairways.com, through any Qatar Airways reservation office or local travel agent.

    Passengers will have the opportunity to travel onboard one of the most sophisticated, spacious and comfortable aircraft in the skies today.
    Qatar Airways' 787s are the world's first fully connected Dreamliners with wireless facilities for passengers to remain in touch with their friends and loved ones on the ground through the internet and SMS mobile texting across both the Business and Economy cabins.

    A striking feature of every seat throughout the aircraft is the award-winning touch screen Android system, where passengers are able to navigate through a truly interactive service offering more than 1,000 movie, TV programmes, music and gaming entertainment options in a sophisticated and user friendly way, just like the latest smart phones.

    The touch-screen control unit has a unique dual screen interface allowing passengers to play games on their handheld device while enjoying a movie on their personal screen. Passengers can stay connected through WIFI and GSM telephony, sending both text and MMS messages, with each seat equipped with USB, MP3 and other charger ports, including laptop power outlets.

    The 787 Dreamliner is made up of composite materials making it a lighter and more fuel efficient than any comparable aircraft of its size and range. Key features include larger windows, lower cabin pressure at higher altitude ensuring less fatigue, mood lighting throughout the aircraft and more passenger space and comfort.
